Reclamation and Restoration Ministries, Inc. (RRM) is a 501 (c) (3) Non-profit Public Charity that was organized on January 15, 1996, by Reverend Anthony Kelley and some visionary residents of Gary, Indiana committed to developing organizational partnerships to help create and implement Positive Youth Development, Family Renewal, and Public Safety programs, projects and initiatives for the citizens of Northwest Indiana, Greater South Chicagoland, and Baton Rouge, Louisiana. communities. This collaboration was named the Planning, Evaluation and Advisory Coalition Entity (P.E.A.C.E) which is comprised of community organizational partners and stakeholders who give general oversight of all RRM projects and programs and assist with the evaluation process on a monthly basis. In addition to utilizing all other data collection tools, a Monthly Desk Audit prepared by RRM Project staff is reviewed and evaluated based upon: (1) General Status; (2) Public Relations; (3) Project Services; (4) Data Collection/Research/Recidivism; (5) Advisory Coalition/Collaboration and Referral; (6) Volunteers; (7) Sustainability; and (8) Human Resources. This RRM evidence-based and effective collaborative model continues to operate since RRM moved its principal operations to Baton Rouge, Louisiana in 2005. Unlike many new community development programs that appear and then disappear over the next several years, RRM sustained its integrity, reputation to get things done, and cooperation from other entities locally, regionally, and nationally. This characterization brings proven ability to rally concerned persons and Community Stakeholders together to help make a difference in the lives of the citizens in its program target areas, particularly in underserved and COVID-19 disproportionately impacted communities. All of RRM’s programs involve children, youth, and young adult participants in some level of community service projects. Since the Historic Flood of 2016 in East Baton Rouge Parish which destroyed all RRM operating equipment, furniture, files, and the interior buildings in which and from which it operated, RRM has begun to rebuild its operational and programming capacity and increase its brand awareness and visibility. It is committed to continuing to offer and implement its worthwhile positive youth development, family preservation, and public safety/crime and violence prevention and reduction programs and projects. RRM depends upon the successful acquisition of public and private funds to operate and implement its worthwhile programs, projects, and initiatives with a staff ranging from 5 to 25 under the coaching and mentoring eye of its Grants Administrator/Founder, Chairman and CEO, and New Generation Board of Directors. This Next Generation of Young Leaders installed in 2022 are poised and ready to build upon RRM’s legacy and raise a standard for the 21st Century and beyond in RRM’s quest to help make human life more human.

Meet Founder, Chairman and Our CEO

Reverend Anthony Kelley

Reverend Anthony Kelley is a 1977 graduate of Trinity College, Deerfield, Illinois (B.A.) and Garrett-Evangelical Theological Seminary/Northwestern University Campus, Evanston, Illinois in 1980 (M.Div.). He is the former Senior Pastor of the Mount Zion First Baptist Church in Baton Rouge, LA succeeding Dr. T.J. Jemison, former President of the National Baptist Convention, USA, Inc.  From 2006-2021 he has served as the visionary organizer, pastor and teacher of the Greater First Church-Baptist of Baker, Louisiana. Kelley is a former Commissioned Marion County Deputy Sheriff Staff Jail Chaplain, Indianapolis, Indiana; and Indiana and Louisiana-Angola State Prison Staff Clinical Chaplain. He served also as the Illinois State Director for Chuck Colson’s Prison Fellowship Ministries. In 1994, as its founder, he was appointed the executive secretary of the newly created Prison Ministry and Criminal Justice Commission of the National Baptist Convention, USA, Inc. Kelley hopes to expand his mission by encouraging a new generation of leaders to contribute to his works. Our new model and structure for Reclamation and Restoration, INC will be sure to bring the change and growth opportunities that he hopes to achieve after retirement.
